With the rise of the new energy vehicle industry, the demand for power batteries has increased significantly. However, the problem is that the production capacity of high-quality power batteries is difficult to meet market demand, while the supply of low-end production capacity exceeds demand. In response to this problem, on January 25, the Ministry of Industry and Information Technology revised the "Lithium-ion Battery Industry Standard Conditions" and the "Lithium-ion Battery Industry Standard Announcement and Management Interim Measures". The revised lithium-ion battery industry standard conditions and management interim measures will be effective from February 2019. It will come into effect on March 15th.
The revised version of the "Standard Conditions" puts forward clear requirements for the capacity utilization and research and development capabilities of lithium batteries, and proposes to strictly control new lithium-ion battery (including supporting) projects that simply expand production capacity and have low technical levels. For new construction, renovation and expansion projects that are truly necessary to promote technological innovation, improve product quality, reduce production costs, etc., the industry authorities shall strengthen organizational demonstrations in accordance with relevant regulations.
This means that low-end battery production capacity will be prohibited to a certain extent. It is understood that in the field of power batteries, power battery companies outside the top ten have a total market demand of about 13%, but they account for about 55% of the industry's total production capacity, and most of them belong to low-end production capacity. Their capacity utilization The rate is only about 10%, which has lowered the industry's overall capacity utilization index.
To this end, the "Standard Conditions" require lithium battery companies to declare that their actual output in the previous year should not be less than 50% of production capacity. This requirement can not only optimize the industry environment, but also improve production capacity utilization and prevent resource waste caused by idle production lines.
