In order to promote the progress of clean production and pollution prevention technology of lead-acid battery manufacturers and recycled lead enterprises, establish and improve the lead-acid battery recycling system, and standardize the collection, transfer and storage of waste lead-acid batteries, the Shandong Provincial Environmental Protection Department organized the preparation of the "Lead Technical Specifications for the Prevention and Control of Pollution Throughout the Life Cycle of Acid Batteries (DB37/T 2374-2018), which has been issued by the Shandong Provincial Quality Supervision Bureau and will be implemented on September 17, 2018. The total output of the lead-acid battery industry in Shandong Province in 2016 was 15.5 million kVA, ranking 9th in the country. The overall pollution prevention and control level of enterprises is still low, and some enterprises still lack awareness of environmental protection and compliance with laws, fail to fully implement relevant laws, regulations and policy requirements of the country and Shandong Province, have relatively backward production processes, insufficient investment in environmental protection funds, and incomplete recycling systems. Shandong The province still lacks a regional recycling network established by battery manufacturers or recycled lead companies. Random disassembly often occurs, and leaked electrolyte causes harm to the environment. Shandong Province issued the "Technical Specifications for Pollution Prevention and Control in the Lead-acid Battery Industry of Shandong Province" in 2011, which played a positive role in standardizing the clean production and pollution prevention of lead-acid battery manufacturing enterprises in Shandong Province. However, this standard only targets battery manufacturers. With the substantial increase in the sales, use and recycling of lead-acid batteries in recent years, this standard can no longer meet the overall pollution prevention and control requirements of the current lead-acid battery industry in Shandong Province.
2. What are the main principles and characteristics of technical specifications?
According to the pollution characteristics of the lead-acid battery industry, follow the principle of whole-process pollution control, take the emission reduction of heavy metal pollutants as the core, and focus on pollution prevention, actively promote source reduction and substitution, highlight the control of the production process, promote the extension of environmental responsibilities of production enterprises, and standardize Recycle resources, improve the environmental risk prevention and control system, enforce cleaner production audits, and promote environmental information disclosure.
This technical specification puts forward pollution prevention and control requirements for the entire life cycle of lead-acid batteries, which includes the entire process of lead-acid battery design, production, sales, use, collection, transfer, storage, and regeneration.
